What entry data do low value shipments need now that cheap entry is gone?

Customs officers and the automated systems in front of them classify from the description when the code is doubted, and vague descriptions invite both delay and the wrong code. Daily necessities, accessories, and parts for machine tell the reader nothing about material, function, or use. A description that names the article, its material, and its purpose, knitted cotton t shirt, stainless steel insulated bottle, takes seconds longer to write and removes the most common hold reason.

Descriptions are the first failure point

Description quality is a product file problem, not a shipping problem. The data is written once, upstream, by whoever maintains the catalogue, and then reused on every parcel. Fixing it at the warehouse, per shipment, under time pressure, produces the inconsistency that gets a shipper flagged: the same product described three ways in one week.

The ten digit code, the declared origin, and the value are checked against each other and against the sellers history. A code that implies a high duty category declared at a token value, origin that changes between shipments of the same product, or quantities that do not match the weight are the inconsistencies targeting systems are built to find. None of them requires a smuggler. Sloppy master data produces all three innocently and at scale.

Codes, origin, and value have to agree

Origin means where the goods were made or last substantially transformed, not where they shipped from. A product made in one country, warehoused in a second, and sold by a store in a third has one origin, and it is the first country. Getting this field wrong also corrupts every preference claim and every additional duty calculation that keys off origin, including the Chapter 99 lines.

Seller, shipper, manufacturer, and buyer are separate fields because they are separate parties, and collapsing them, listing the marketplace as manufacturer, the freight forwarder as seller, breaks the chain customs uses to assess risk. The manufacturer identity in particular matters for forced labour enforcement and for any later ruling or audit: if the file cannot say who made the goods, the file cannot clear the goods quickly.

Who is who on the entry

Keep a party master list with legal names and addresses, maintained once and referenced by every shipment. Free typed party data drifts: abbreviations, old addresses, a warehouse name where a legal name belongs. Drift is not fraud, but to a risk system drift and disguise look similar enough to earn the same examination.

The workable model is a product level customs record, created when the product is first imported or listed: description, code, origin, manufacturer, unit weight, value basis. Shipments then assemble entries from records instead of inventing data at pack. New products block at onboarding until their record exists, which feels slow for a week and then removes the recurring clearance argument permanently.

Build the data once, at the product level

Confirm current filing requirements, entry types, and data elements with a licensed customs broker before redesigning the flow. Requirements for low value and informal entries have changed repeatedly through 2025 and 2026, and the cost of building to a superseded rule is a second rebuild.

Frequently asked questions

What is the UFLPA rebuttable presumption?

De minimis duty free treatment was suspended in 2026, so low value goods are now entered and dutied under the applicable entry process rather than passing duty free under Section 321. Confirm the current entry route for your shipment type with a customs broker.

What evidence does CBP accept to release a detained shipment?

One that names the garment, its material composition, and who it is for: for example, womens knitted cotton cardigan. Generic words like clothing, apparel, or daily necessities are the descriptions most likely to draw a hold or a request for information.

Which products face the highest detention risk?

No. Codes turn on material, construction, and function, and products in one retail category routinely split across headings. Each product needs its own classification, recorded once in its product level customs record.

Can a small DTC brand realistically do supply chain tracing?

The party that made the goods or last substantially transformed them, with its legal name and address. Not the marketplace, not the freight forwarder, and not the warehouse that shipped the parcel.
